Shares of Barclays (NYSE:BCS) got a big boost Tuesday when Bank of America (NYSE:BAC) said they don't believe they'll have to sell new stock in order to raise capital levels.
BofA also feels the failure to communicate concerning the Basel III regulations has created what they consider a buying opportunity.
Barclays soared to close at $18.23 on Tuesday, gaining $0.88, or 5.07 percent.
