Jacobs Engineering (NYSE: JEC), Ingersoll-Rand (NYSE: IR), Illinois Tool Works (NYSE: ITW), Illumina (NASDAQ: ILMN), Koninklijke Philips Electronics (NYSE: PHG) and Magyar Telekom (NYSE: MTA) ratings and price targets.

Ingersoll-Rand (IR) had its “Neutral” rating reiterated by Goldman Sachs (NYSE:GS).

Illinois Tool Works (ITW) had its “Sell” rating reiterated by Goldman Sachs.

Jacobs Engineering (JEC) had its “Neutral” rating reiterated by Zacks Investment Research. They have a price target of $44.00 on the company.

Illumina (NASDAQ: ILMN) had its price target raised by analysts at Barclays Capital from $33.00 to $36.00. The analysts now have an “overweight” rating on the company.

Koninklijke Philips Electronics (PHG) was downgraded by BNP Paribas from an “Outperform” rating to a “Neutral” rating.

Google Inc. (NASDAQ: GOOG), Illinois Tool Works Inc. (NYSE: ITW), Jacobs Engineering (NYSE: JEC), Juniper Networks (NASDAQ: JNPR), Las Vegas Sands Corp. (NYSE: LVS), Occidental Petroleum Co. (NYSE: OXY) and Weatherford (NYSE: WFT) had price targets changed by analysts.

Google Inc. (NASDAQ: GOOG) had its price target raised by Capstone to $689.00. They have a “Buy” rating on the company.

Illinois Tool Works Inc. (ITW) had its price target cut by Sterne Agee to $60.00.

Jacobs Engineering (JEC) had its price target slashed by Stifel Nicolaus from $60.00 to $55.00. They have a “Buy” rating on the company.

Ratings on Jacobs Engineering (NYSE: JEC), MGM Resorts (NYSE: MGM), NII Holdings (NASDAQ: NIHD) and QUALCOMM, Inc. (NASDAQ: QCOM) were upgraded by analysts.

Robert W. Baird upgraded Jacobs Engineering (JEC) from a “neutral” rating to an “outperform” rating. They have a price target of $55.00 on the company, up from $54.00.

Jefferies (NYSE:JEF) upgraded MGM Resorts (MGM) from a “hold” rating to a “buy” rating.

Credit Suisse (NYSE:CS) upgraded NII Holdings (NIHD) from an “underperform” rating to a “neutral” rating. They have a price target of $48.00 on the company, up from $42.00.

BMO Capital Markets upgraded QUALCOMM, Inc. (QCOM) to an “outperform” rating.

US Steel (X) (HLX) (JEC) Get Ratings Changes

Shares of US Steel (NYSE:X) and Helix Energy (NYSE:HLX) were downgraded while Jacobs Engineering (JEC) was upgraded on April 27 by various brokerages.

US Steel (X) was downgraded by Goldman Sachs (NYSE:GS) from "Buy" to "Neutral." They have a price target of $56 on X. Estimates were also cut, to line up with the new guidance of the company company.

Helix Energy (HLX) was downgraded by Morgan Stanley (NYSE:MS) to "Equal-weight." Morgan Stanley has a price target of $18 on the energy company. The soaring Valuation was cited as the reason for the downgrade, as the stock has soared 50 percent over the past three months.

Jacobs Engineering (JEC) was upgraded at BMO from "Market Perform" to "Outperform." BMO Capital has a price target of $60 on Jacobs. BMO said the firm is seeing better demand from its key end markets.

Jacobs Engineering (NYSE:JEC) Remains Cautious Going Forward

Jacobs Engineering (NYSE:JEC) continues to be cautious, as evidenced on their conference call, even though there were a little more positive than last quarter.

FBR says, "The overall tone of the conference call was more upbeat than in the prior quarter, but management did remain somewhat cautious in terms of the timing of front-end projects moving into the construction phase. The market is recovering, albeit at a slow pace. As we expected a few weeks ago, adjusted new awards were solid, and management raised guidance for FY 2011 to account for the Akers acquisition, which should close over the next few weeks...Leaving FY 2011 and FY 2012 unchanged, modestly raising CY 2011. Our FY 2011 and FY 2012 EPS estimates remain unchanged at $2.60 and $2.95. We are raising our CY 2011 estimate to $2.70 (from $2.62)."

FBR Capital maintains an "Outperform" rating on Jacobs Engineering (JEC), which closed Tuesday at $49.49, down $0.83, or 1.65 percent. FBR has a price target of $58 on Jacobs.

Jacobs Engineering (NYSE:JEC) Has Several Catalysts for Share Price Growth

Jacobs Engineering (NYSE:JEC) has an enviable business model, based on building long-term relationships with their clients, which lowers risk in the loss of existing clients.

That and several other catalysts were listed by Canaccord as reasons the company share price will appreciate.

Canaccord says, "Share price appreciation should be driven by the recent acquisition of Aker’s Process & Construction (P&C), which gets Jacobs into the growing mining EPCM business, as well as a return to more normalized capital spending by core oil & gas clients. Additionally, we like Jacobs’ relationship-based business model, high proportion of repeat business, and resulting lower-risk business model.

"Jacobs reports Q1/F11 (December) results before market open on Tuesday, 25 January, and we sit 5% above the consensus EPS estimate. Specifically, we’re looking for revenue and EPS of $2.4 billion ($2.7 billion previously) and $0.62 (no change).The consensus is $2.4 billion and $0.59."

Canaccord Genuity maintains a "Buy" rating on Jacobs Engineering (JEC), which closed Tuesday at $51.16, up $0.14, or 0.27 percent. Canaccord has a price target of $62 on Jacobs.

Earnings at Fluor (NYSE:FLR), Foster Wheeler (Nasdaq:FWLT), Jacobs Engineering (NYSE:JEC), SNC-Lavalin Reach Inflection Point Says Canaccord

In the engineering, procurement, and construction universe covered by Canaccord Genuity, they see earnings at Fluor (NYSE:FLR), Foster Wheeler (Nasdaq:FWLT), Jacobs Engineering (NYSE:JEC) and SNC-Lavalin as having reached an inflection point.

Canaccord says, "In our opinion, earnings and multiples have reached an inflection point for the four engineering, procurement, and construction (EPC) equities in our coverage universe: Fluor (FLR), Foster Wheeler (FWLT), Jacobs Engineering (), and SNC-Lavalin.

"Catalysts abound at SNC owing to its diversified business model and increasingly international geographic footprint. We reiterate our BUY rating on the stock and increase our target price 8% to C$70.00 as we increase our target valuation�multiple to 19x cash-adjusted 2012E E&C EPS (then add C$13/share for ICI’s and C$6/share in freehold cash). We raise our target price on Jacobs to $62.00 from $50.00 and reiterate our BUY rating. Our new target is based on 18x (from 14x) cash-adjusted CY2012E EPS + $11/share in freehold cash. We increase our Foster Wheeler target price to $43.00 from $38.00 and reiterate our BUY rating. Our new valuation multiple is 16x 2012E EPS from 14x previously (plus $7.50 in freehold cash). We reiterate our BUY rating on Fluor and increase our target price to $79.00 from $67.50. We now value Fluor using 19x cash-adjusted 2012E EPS from 16x previously (plus $8.50 in freehold cash)."

Fluor closed Friday at $71.19, gaining $1.01, or 1.44 percent. Foster Wheeler closed at $37.32, up $0.25, or 0.67 percent. Jacobs Engineering closed at $51.02, gaining $2.27, or 4.66 percent.

Fluor (NYSE:FLR) Jacobs Engineering (NYSE:JEC), URS (NYSE:URS) Should Give Solid Returns in 2011

Believing the recent rebound in engineering and construction stocks is sustainable, FBR Capital has their strongest picks in the sector as Fluor (NYSE:FLR) Jacobs Engineering (NYSE:JEC) and URS (NYSE:URS).

FBR:

Engineering & Construction (E&C): "Stocks have started to rally over the past month (+15% since October 29 versus the S&P at +5%), which we believe is the beginning of a much longer cycle. Backlog has started to improve. We expect the oil & gas market to redevelop, the domestic power market to witness opportunities, federal spending to be constant, and state/local to remain unclear. Finally, strong balance sheets should limit downside risk and possibly enhance EPS growth through share repurchases and M&A. As our 2010 FBR Top Pick, Fluor (Outperform) is up 39% year to date, we believe Jacobs Engineering (Outperform) and URS Corp. (Outperform) should provide solid returns in 2011.

Specialty Contracting. "In 2011, we expect revenue growth to redevelop broadly and be complemented by improving profit margins. Flour closed Thursday at $63.15, up $1.84, or 3.00 percent. Jacobs closed at $42.48, up $0.42, or 1.00 percent. URS ended the session at $43.09, up $0.53, or 1.25 percent.

Canaccord Genuity Maintains "Hold" on Jacobs Engineering (NYSE:JEC)

Citing performance expected to be in line with estimates, Canaccord Genuity reiterated their "Hold" rating on Jacobs Engineering (NYSE:JEC).

That includes the full year for 2011, as far as guidance estimates go.

"We reiterate our rating and target price on Jacobs shares after the company reported in-line Q4/F10 EPS of $0.61. Management gave initial F2011 EPS guidance of $2.30-2.80, the mid-point of which is in line with our $2.55 estimate and the current consensus estimate of $2.53...The tone on the conference call was more optimistic than on previous calls and management was positive on five of its eight end market segments."

Jacobs closed Wednesday at $40.25, gaining $0.30, or 0.75 a share. Canaccord has a price target of $43 on the company,
